A RAD conversion can sit on both sides at once, so the line is drawn by what governs each piece, not by the property as a whole. Once a conversion carries FHA insurance, Multifamily governs its physical inspections under NSPIRE, its regulatory agreement, and its oversight, while the subsidy on its Project-Based Voucher (PBV) units stays with PIH and the housing authority, which administers the HCV and PBV payments. A Project-Based Rental Assistance (PBRA) contract moves those units to Multifamily regardless of financing, even where there is no FHA mortgage. Only the PBV-funded units remain under PIH and the PHA, and in most RAD deals the housing authority sits in the general partner. RAD conversions from public housing can layer in LIHTC on either side.
