RAD post-conversion compliance
Closing day is not the finish line; it is the day the rules change. After a RAD conversion, the property answers to a new contract and resident protections written into the deal. We keep converted properties aligned with the framework they adopted at conversion.
Life after conversion
- Post-closing compliance reviews against the HAP contract and business agreements
- Multifamily package submission and IREMS/APPS setup right after closing
- Resident rights and protections compliance, including the safeguards RAD carries forward from public housing
- Alignment of management policies, leases, and certifications with the property's new PBRA or PBV framework
- Reserve funding and capital commitment tracking against what the conversion promised
- Preparation for the property's first post-conversion reviews and inspections under the new rules
HUD guidance: HUD's RAD Notice, H-2019-09 / PIH-2019-23 Rev 4, as amended by Supplemental Notice 4C.
The paperwork window few owners see coming
Multifamily package submission
SAM.gov registration, UEI, SF-1199A (Direct Deposit Sign-up, completed with the HAP Contract Number, UEI Number, and EIN in Section C), the IRS EIN document, contact info updates, APPS updates, and RAD Resource Desk uploads. We also help your staff obtain HUD Secure Systems and TRACS access, so the property and your team are fully set up in Multifamily's Secure Systems from day one.
IREMS setup
Updating the Ownership screen with contact info, ownership start date, and the correct FYE date so the AFS starts on time, and the Management Agent screen with regional and on-site staff contacts.
Three simple steps
Baseline
We map the property's actual operations against every commitment in the conversion documents and find the gaps.
Align
Policies, files, and practices brought into line with the new framework before a reviewer finds the difference.
Monitor
A compliance calendar tuned to the converted property's obligations, so nothing promised at closing gets forgotten once the closing is behind you.
Conversion fluency on both ends
RAD lives at the intersection of public housing history and multifamily rules, and with the program now permanent and expanded, more properties are crossing that bridge every year. We know both sides of it, so converted properties do not learn the new rules through findings.

A live training for housing authorities moving a property into Multifamily after a RAD conversion: setting up in Secure Systems and TRACS, the reporting that begins at closing, and the compliance that comes with the new contract.
