Housing Trust Fund (HTF)

A deep-subsidy source aimed at the lowest incomes, with its own rules layered onto the deal.

In plain terms

  • The national Housing Trust Fund, a HUD formula grant distributed to states and administered by the state Housing Finance Agency
  • Targeted to extremely low-income households, with its own income and rent limits
  • A 30-year affordability period, monitored by the state agency
  • Usually layered into a larger deal alongside the credits and other sources
