Mixed Finance
Housing Trust Fund (HTF)
A deep-subsidy source aimed at the lowest incomes, with its own rules layered onto the deal.
What it is
In plain terms
- The national Housing Trust Fund, a HUD formula grant distributed to states and administered by the state Housing Finance Agency
- Targeted to extremely low-income households, with its own income and rent limits
- A 30-year affordability period, monitored by the state agency
- Usually layered into a larger deal alongside the credits and other sources
Governing regulation: 24 CFR Part 93.
How we help
Where we add value
- Meeting HTF income targeting, rent limits, and occupancy requirements
- Aligning HTF rules with the other sources in the stack so nothing conflicts
- Compliance monitoring readiness and reporting to the state agency
- File and tenant documentation that satisfies an HTF review
