HAP and PBRA contract administration

The HAP contract is the property's paycheck, and every renewal, rent adjustment, and submission protects or endangers it. We handle Section 8 contract administration with the fluency of someone who reviewed these packages from the HUD side for two decades.

Guarding the paycheck

  • Contract renewals and rent adjustment packages, OCAF and budget-based, prepared to pass review the first time
  • Management and Occupancy Review preparation, from files to policies to the questions reviewers actually ask
  • Voucher processing support and special claims that capture the revenue owners routinely leave behind
  • TRACS and certification submission cleanup when systems and files have drifted apart
  • Finding responses and corrective actions when a MOR or contract administrator review lands hard
  • Section 8(bb) transfers of budget authority and HAP contract bifurcations, which keep the subsidy in place when a property is recapitalized with LIHTC

Getting on the 8(bb) list: an owner who wants to receive budget authority can request to be added to the recipient list on HUD's Section 8(bb) Preservation Tool page. To move a transfer forward, call your HUD Field Office and speak with your Multifamily Account Executive, the asset manager assigned to the property, to learn whether a transferring property (Property A) with available budget authority exists, and to follow the current steps in HUD's 8(bb) guidance, Notice H 2015-03.

Three simple steps

1

Review

We examine the contract, recent submissions, and correspondence to find what is late, missing, or quietly wrong.

2

Submit

Renewals, adjustments, and claims prepared complete and correct, because clean packages move faster and draw fewer questions.

3

Maintain

A submission calendar and file discipline that keep the contract healthy between reviews.

We sat on the reviewing side of the desk

Our founder spent 23 years in HUD Multifamily reviewing exactly these packages, so we know what approvers look for, what triggers questions, and how to present a submission that earns a yes.

A renewal or MOR on the horizon?

The best submissions are built early. Tell us what is due next on your contract and we will make sure it lands clean.
